I get this on my N900, latest public firmware.
If I'm having a SMS-based conversation, and that app has focus, it appears to
mute all 'new message' notifications. 
When the particular conversation is not open, notifications work fine. 

I don't think the steps need to be rewritten, it's clear and easy to reproduce.
