The permissions are your problem.  You've set them so that the root user
can read and write the script file, but not execute it.

Try doing a "chmod 755 /etc/openvpn/nokia.up /etc/openvpn/nokia.down" to
set the execute-allowed bits.

Since you've already made the necessary security authorization change in
the openvpn configuration, I think that this should resolve your problem.
