Thanks for reporting this.

I cannot reproduce this in internal version 46-15.
So I start "Phone", and click on an incoming call from a known, stored contact.
I get "Phone" and "SMS" always offered.

Which exact data is known of that contact?

Choosing "Open contact card" from the context/long-click menu shows exactly the
same as clicking the entry in the list once here...

Maybe this has been fixed in the last weeks. :-/
