I looked at the TPDU from the network (in the system log) and it seems to have
the time in local time and the timezone offset as "0".

Btw, Android had the same problem:

So my guess is that the network is wrong, but we should still have some kind of
workaround somehow. Or maybe there is something 

The time should be 14:37PM, but shows up as 9:37AM in the UI (and in the
message-received. Relevant excerpt from dbus log:
