This is really a design decision. Sim-cards are really a bad means to transfer
contacts from one phone to another, as the cannot store most of the information
that modern phones are able to handle. They are often the only means, if other
means or not available or fail, but we consider them as a last resort.

I.e. we do not want to promote their usage as a contacts transfer-mechanism.

Feel free to vote for this, but currently this is considered as wontfix.
