here. You are talking USSD (purely) but in the comment you read "Also they can be used to set call diversions". My wrong assumption here was that we are facing an MMI error in the phone frontend and further thought that all specs handling the signalling procedures are implemented. But what you are saying is that you are "only" looking into USSD and NOT into general implementation of Supplementary Services. That means YES for USSD, but NO for call divertion or CLIR.... Since all of that starts with *# it will "feel" like an unpredictable outcome for MMI users. (why does one command work and the other don't).
