I did not try to reproduce this with 0 contacts but I can imagine that closing
the application is not available because a dialog is still opened in that
application.
Hence it is only allowed to bring that application back to the foreground and
force the user to decide what to do with that dialog.

I do not get a Close button in the taskswitcher either when having a dialog
opened:
* Choosing from the available contacts in your example
* In Browser, having Options > Settings opened
* In Email, having SMTP settings opened.

So this most likely is a design decision and not a bug.
