I am not sure that this is a good idea. The user should have the right to remove your application data if they want to.

This is most likely a good idea. There are a number of places specified by the FHS as to where exactly you should put user data, depending on how long you want it around, if it is a config file, or the type it is stored as. 

In any case, this is not something you do in your package but rather in your application while interacting with the file system.
