[maemo-developers] up-to-date debhelper and cdbs

The latest debhelper7 can now happily coexist with debhelper from
autobuilder and SDK.

The following lines in debian/rules are necessary to use it:

export PATH

cdbs would require more changes (e.g. replacing all references to
/usr/share/cdbs) but maybe Jeff's trick with
Build-Depends: maemo-cflags-cdbs-rules
could also give you a more recent cdbs?
