Yes, to cover Nokia's legal butt from class action lawsuits! :-) I
think nobody really expects people to read them every time you install
something and then ponder carefully whether you really want to

What I hear from our usability people etc is that you make the
decision to install something before clicking on "Install".  No matter
how many dialogs are thrown in your face and how many passwords you
have to enter, you are not going to change your decision because of
them.  (You might give up in frustration, tho.)

Yes, and some kind of 'certification'.  For example, you should be
able to assume that the Extras repositories on maemo.org are kept
clean of packages that will harm your device.

The biggest source of badness might actually be our confusing
repository, SDK, IT OS version landscape, which basically tricks
people to install software that is not intended for them.
