I have a Nokia N810 running the latest OS 2008 release since last week, and
have been suffering from this issue from day one, albeit not as pronounced as
some people are reporting. For me, whenever I turn the device off, I have to
wait approximately five minutes before I can turn it on again. The duration
appears to be fairly stable, i.e. it's usually not dramatically less or more
than five minutes - that said, the environmental conditions here are also very
stable. 

Notably when I turn it off, I have to take care not to connect it to the
charger within the period in which it wouldn't turn on, since it will not
charge in that case (as it can't boot into charging mode then, presumably).

A reflash had no effect.

The problem is a fairly easy to ignore inconvenience in practice, but still I'm
happy to hear there's a chance for a software fix down the road.
