I can't define an absolute value since I have no idea about the values
the system will generate.   :)

If it can be formulated by percentages:

low karma = maximum of what lower 50% of users have. If we have 100
users and the 50th has 15 points, then 15 or less is low karma.

high karma = minimum of what higher 20% of users have. If we have 100
users and the 20th has 65 points, then 65 or more is high karma.

Or something approaching this schema with absolute numbers, no problem.

We don't need to poll all users everyday. But if it's not simple let's
just skip this now and concentrate on what is easy to generate.
