Midgard has a poll component where we can subject the ability to vote
to an ACL requirement.

Normally this means users would need to belong to some specific group
to be able to vote. But MidCOM also has a "smart groups" feature that
we can use to automatically assign all users passing the desired
criteria to the vote-enabled group:
* Age of the account
* Karma of the account
