Once everybody does this the situation will reverse. OTOH if I choose the first one on my list and my guess is correct the second one might not get enough votes. So how one can choose wisely with such system? What is bad with having 5 votes (for each member)? I'm really asking because I don't know voting theory. Without much thinking I suppose you will just get 5 more votes, it won't change anything else, and it will solve the issue mentioned above. So basically why to use one-man-one-vote system when council has 5 members (not 1)? Frantisek
