Indeed. I was thinking about this the other day.

Short version: because that's the way the rules were originally
written and no-one thought about changing them until now?

Personally, I think changing the rules on the day the election starts
is a little odd; but, as with the voter eligibility, it seems that
people only express opinions when the step in the process is
encountered.

This just reminds me of the debate we had when the election process
was started: there *was* a time for such debate and it's frustrating
to see objections (however valid they may be) when each step of the
election process is reached.

Of course, the pragmatist in me says this is inevitable. The other
pragmatist in me says that the software installed for running the
election may not be able to cope with such a change, so it may
*literally* be too late. Dave'd be able to comment on that more
accurately.

Once the council's elected, changing the rules requires a referendum
and I'm sure the council will look at the success of the election
process this time in looking to change it.
