What happens when you give everyone 5 votes is that people typically have 2 or 3 candidates they feel strongly about, they vote for those first, then thhey fill out their 5 votes with 2 or 3 "name recognition" people - those people get a lot of votes that are 3rd, 4th or 5th preference I bet - and the results are a popularity contest, where it's hard for newcomers with small passionate electorates to get elected. I would prefer a single transferable vote system, but any system more complicated than that (such as the Debian voting system) is just so horribly difficult to understand that I don't think they're useful. One other point: there was a time & holidays limitation on a software solution to be used. I am now aware of several online voting systems which will allow us to run elections differently in the future editions.
