Well, it is a popularity contest now too, where is the difference 
between 1 or 5 votes?

My current ideas are

Up to 5 votes (for each virtual/not numbered position), you cannot vote 
more times for same person. Hmm. maybe there is some multiplying factor 
for popularity you are mentioning here?

5 rounds for each position, each winner is equal even if it got less 
votes due to less people voting in specific round (i see no problem with 
this) and even if someone may think winning in later rounds means 
candidate is somehow worse (system with 1 round above would hide this)
