Yes, it is not end of the world so we can do it next time if it really 
makes sense.

When thinking a bit more about it exacly 5 votes for each voter might be 
restricting if one wants to vote for less people. This still shouldn't 
be a problem, same thing happens when someone does not vote at all in 
current system. It is also equal to having 5 separate elections for 
filling each position which should be fine too.

This is even easy to implement now with current solution, we can make 5 
rounds for each council position?

/me is thinking about JIT compiler or on demand virtual memory paging :-)
