As Ryan said in his earlier email, I'm strongly of the opinion that
the chair is an administrative role:

Therefore, I think it should be the person who seemingly has the most
time to dedicate to organising meetings, chasing council members for
actions etc. In all honesty, I'm not sure I'm the person with the most
time to do those administrative duties.
