[maemo-community] [Council] First community issue

I'v actually talked to a few of these people about the issue, but  
there wasn't much progress, unfortunately.

Well, for now, it's only a proposal, and the plan was to have council  
discussions on -community. Waiting on input from the rest of the  
council before we officially pick it up. ;)
