Here's an old project that David Hautbois (creator of Erminig) was working
on:

I don't think it's actually available anymore (unfortunately), but maybe
someone could pick up the project from him (he stated that he'd give any of
the source to whomever wanted to take it over).

In any case, there may be an easier method via the Google Maps API (like
Google Latitudes).
