[maemo-community] Council elections nominations

Hi Andrea,

Once we have the referenda out of the way, we will open nominations for
the council. Looking at the calendar, the best we can do is have the
election finish on March 16th. This is just outside the 6 months in the
council rules in the wiki, since the last election closed on the 11th of
August.

So - nominations open on February 23, for 2 weeks, and the election will
run from March 9 to March 16.

There is an alternative: we open nominations for the council elections
now, and run the council elections from March 2nd to March 9th, in line
with the results of the referendum.

I'm OK with either solution.
