[maemo-community] Council elections nominations

I'm for the first solution. In this time we could publish a note (on
the mailing list and on Planet) where we explain again what the
Council is, who should vote, who can apply for a nomination ecc...
so the community has time to understand the process and has the time
to think if someone wants to apply for a nomination or not.
