3 separate votes seems fine to me. Can we include in the voter emails
links to wiki pages?

I'm guessing one per referenda, outlining the options and then "For"
and "Against" sections.

The electorate should be filtered on 3 month & 25 karma for these referenda.

According to the rules, there should be a month of campaigning. One
could argue that campaigning is already underway and, to be honest,
I'm getting fed up.
