Personally, I think it usefully allows recognition of whether someone has been active or not in the community (from rating news/downloads to helping users on ITT to blogging to writing applications) and that someone who has been active in the community is better placed to choose the community's representatives than someone who had forgotten they had a maemo.org account until they get poked by the election software.
