[maemo-community] Brainstorm scope.

Now that maemo.org Brainstorm[1] is in the making I'd like to reach
consensus about its scope.

I want to make sure that the Brainstorm scope is more or less clear to
everybody and will also be communicated correctly to the reporters.

I was told that in Ubuntu general feature requests or changes (that
cover more than one package) are meant for Brainstorm while package
specific requests are usually filed in Launchpad.

That's also my understanding so far for the maemo.org Brainstorm:
Package-specific smaller or normal enhancement requests will still be
filed in maemo.org Bugzilla.
Crosspackage enhancement requests or "radical" package-specific ideas
will be filed in maemo.org Brainstorm.

I don't expect all reporters to understand this when filing requests,
but that's what moderators will be for (basically the same as support
requests in Bugzilla that should have gone to talk.maemo.org instead -
we have a Bugsquad for this).

If anybody has a different understanding of scope: Let's discuss.
