[maemo-community] Brainstorm scope.

My only concern is that moderators/triagers will become too "strict" 
with this and therefore create an air of "policing" (again). It needs to 
be clear that all reporters are treated with respect and that reports 
that are moved to Bugzilla are done so with care, consideration, and 
proper (and personal) explanation. More than Bugzilla, this needs to be 
a friendly place -- I would like all community members to feel like 
their requests (no matter what they are) are welcome...and even expected.
