 Usually the problem is lack of information. That leads to lack of interest
and motivation -> one doesn't vote because he/she feels that it doesn't
really make a difference.


For example wiki page about council that is at max half page long for
dummies would help. But the amount of help could be equal to zero...
("who cares?!? my PR 1.2 hasn't arrived!!!!!!!!!!" .......)

so there is a lot to do and figure out.
