I honestly feel there is no 'proper background' skill-wise for things like
the Council, and tech skills or business experience are not mandatory at
all. Indeed, while those can be helpful (when championing a particular
issue), remember that you don't need to be an engineer with serious tooling
in order to address things - sometimes all it takes is knocking at the right
door or having an unburdened perspective, something often overlooked given
how technically oriented and passionate a good many of us are.
