I don't see a problem with a council member getting a device either, but
they should not participate on the selection committee if they apply for
one.

disclaimer - I may apply for one myself.  This may come as a surprise, but
I don't have an N9 or N950 myself and it would be nice to be able to test
out things firsthands.  So I'll withdraw from this further.
