I think only Nokia could answer this question.

An open Source Java solution would be nice, but I think the problem is, that 
there is no complete Open Source Java Solution available at the moment.

Also the Mono based IKVM ( http://www.ikvm.net/ ) isn't complete. Or better 
GNU Classpath ( http://www.gnu.org/software/classpath/classpath.html ) which 
is, as far as I know, the most advanced Open Source Java class library isn't 
complete yet. And GNU Classpath is also used by IKVM.

And I think there are some other reasons not to base Java on top of Mono for a 
device like the Nokia 770:

- I think a JVM on top of Mono is slower and needs more ressources than a JVM 
which runs native on the device. Especially if the JVM uses the Jazelle 
extension, which I think the OMAP CPU in the Nokia 770 have. 

- Maybe Flash-Memory on the device is not big enough for both, Mono and Java. 
In this case the user have to choose between Mono and Java. And in this case 
Java shoud be installable without Mono.
