I think the packages you are referring to are the packages that make up
the target device's filesystem.  They aren't installed directly to your
development system.  The only packages that need to be installed to the
development system environment are the scratchbox-* packages [1].
maemo's packages are installed inside Scratchbox's sandbox directory by
extracting one of the Maemo_Dev_Platform_RS_v1.0_*.tgz tarballs.  See
