They aren't installed directly to your development system. The only packages that need to be installed to the development system environment are the scratchbox-* packages [1]. maemo's packages are installed inside Scratchbox's sandbox directory by extracting one of the Maemo_Dev_Platform_RS_v1.0_*.tgz tarballs.
