Because there are no other high level GUI toolkits in maemo currently.
The current only maemo enabled device, Nokia 770, is resource limited to 
a such extent that
it would not house more high level toolkits (like Qt4) on it without 
sacrificing some memory which is very low already
(assuming that you don't have swap enabled to MMC, instructions were 
discussed on this list sometime ago, how to enable it).

Of course there is xlib and SDL that you can use too. And if I was not 
mistaken, I noticed that somebody in OSS community
was porting gtkmm for maemo too.
