you need to specifiy a keyserver then.

add this to ~/.gnupg/gpg.conf: keyserver hkp://subkeys.pgp.net

or via commandline like this:
gpg --recv-key CBFC2BECC6903E72 --keyserver hkp://subkeys.pgp.net
