Current users want the applications, and there would be a plethora of other reasons to be slow in updating. Think about other platform products, like Red Hat, PalmOS, or Symbian, do they only support the latest version as well? I think in the long run you need a process that takes this into account. For this upgrade, I think you'd need a developer release at least 2 weeks in advance for a smooth transition. This could be different things as the critical thing is just a way to test that one's implementation of the new APIs works, as early as possible.
