127.0.0.1 works for me, but then I have dnsmasq installed on my host
system.

Check also the hosts line in /scratchbox/etc/nsswitch.conf:

    hosts:          files dns

it helped, i have change the hosts line in /scratchbox/etc/nsswitch.conf:
#hosts:          files mdns4_minimal [NOTFOUND=return] dns mdns4
to 
hosts:          dns
a
and i have change in /etx/resolv.conf  : nameserver 127.0.0.1

afterwards I got no errors

This is becoming a FAQ.  Everybody who uses Ubuntu Feisty (or has avahi
installed) gets this problem.

Perhaps the maemo SDK installer script could fix up the file?

Has anyone bothered to report a bug against Scratchbox?
/scratchbox/etc/nsswitch.conf is created by
/scratchbox/sbin/sbox_configure during Scratchbox installation.

Where do you expect the ja_JP would appear in cpanel?
It should be appear in Text Input Settings applet in control panel.

I modify the sample to follow yours above and successfuly have it in the
menu.
But I manually change the language to Japanese first:

gconftool-2 -t string -s /apps/osso/inputmethod/primary_language ja_JP
