It's just a standard Debian repository:

    http://www.debian.org/doc/manuals/repository-howto/repository-howto

Nokia/the Maemo team already provide, however, a free central repository:

    http://maemo.org/maemowiki/ExtrasRepository

So it's good of you to offer, but the effort might be better placed in
persuading people to upload their software which is end-user ready to
this existing repository.
