Maybe you could configure apt to use your proxy:

Then, I used dpkg -i package_name.deb to install all these packages.

I have similar problem always when installing scratchbox from packages. I
have to run "sudo dpkg-reconfigure scratchbox-core" after installing package
to get system configured properly.

Btw, you can start scratchbox session just by running command "scratchbox",
command is available if you are a member of sbox group (default name for the
group) and you installed scratchbox from packages.
