I'd be tempted to say that as an *initial* point (given that this is voluntary and not cutting off normal extras uploads) this should primarily be focused on the distribution of binary packages. If successful, it can be revisited. Alternatively, if anyone's got any experience with the Debian or Ubuntu build systems, and wants to volunteer, we could modify the proposal to accept source or binary packages from the outset, and then phase binary packages out over time (if there's acceptance of the idea at that point).
