They should *not* have a Garage project, IMHO. For the things you're mentioning, the only tweaks might only be in the build process or the packaging. For this, IMNSHO, I think mud's a better bet: http://mud-builder.garage.maemo.org/ Either way, there is no requirement to have a garage project to upload to Extras. Extras is provided for everyone, Garage is provided as a collaboration and tooling resource for those who need it.
