This is currently in flux, see: https://wiki.maemo.org/Task:Package_categories The Maemo Packaging Policy does not currently have a "user/network" category; the closest being "user/communication" or "user/support". Neither fulfill the purpose very well (hence the new rationalisation). Personally, I'd stick with "user/support" for now and move it to a better category when the new categories are decided upon.
