Yes - there is this:

You can also upload your software to Diablo Extras:

available to a wider audience.

Ideally, you should create a .install file which will make the
application single-click installable by a tablet user: The file format
is described in the osso-application-installer documentation:

We (I?) should probably bring all this, and other necessary information
for application developers who want to be good Maemo citizens, into one
place/group of pages.
