Then there's no benefit to having them visible in HAM. The tool which started this discussion, socat, could easily be installed by someone doing `apt-get install socat' as root. This logic was part of the original rationale for having no 'cli' section (apart from the fact it's *totally* unorthogonal): users who could run them could use apt-get and apt-cache just as easily as the tools themselves.
