How about a totally different approach. Pretty much like the currently nokia-binaries have a unique url would it be possible to create "per" user repositories on the maemo.org server and have some tool virtually merging different repositories into this personal repository. The rationale would be that you could do most stuff "online" and that you can make your "application installer" even more simple. not worrying about all those sections etc. You could also possibly reflash your device and get all the apps you had back.
