I understand the motives of having a monolithic extras-devel, but in some cases it's counterproductive. If I want to make separate packages (for comparison) or want to try out some super-dangerous stuff with a limited number of people, I don't want to do it in extras-devel (you might pull in my package as a dependency by accident, cleaning up extras-devel from test versions also involves poking people...).
