We tried few months back(* but at that time GLES2 in 0.9/1.0 was seriously broken. It would be quite a big effort now since we have some custom Maemo-hacks for performance, and it's unclear to me what is the (speed) benefit of Clutter 1.0. If we'd to move to 1.x now, we would have a period of instability for sure.
