Hmm, /proc seems to be there:

[sbox-maemo-beagle: ~] > ls -la /proc/meminfo
-r--r--r--  1 root root 0 Sep 18 17:44 /proc/meminfo
[sbox-maemo-beagle: ~] > ls -la /proc/version
-r--r--r--  1 root root 0 Sep 18 17:44 /proc/version

I start scratchbox with

/scratchbox/sbin/sbox_ctl start
/scratchbox/login
