Hi,

http://maemo.org/downloads/Maemo5/ isn't restricted to extras. You can
put any install file to any repository. This is just not recommended
to send user to extras devel. When a package reach extras some infos
are updated on Maemo5 download page. But this isn't the case when the
package didn't reach extras, but the dev can do it manually.
