Technically speaking: Not at all. Feature wise: There are differences.

No, that is just an API, not an application. See
http://en.wikipedia.org/wiki/API . Maemo probably also has APIs for this.

As said I still expect this to be software written by providers, hence a letter
to your provider might make more sense. :)
