I know windows mobile has an application called SimTkit that reads the stored informations from the inserted sim cards (phone numbers, services etc...) and you can manage it. (use device emulator images, all the systems has this allpication) Symbian has it also: SIM application toolkit API, but i don't develop any apps for symbian so i dont have any info about it for you.
